A shortage of federal dollars left the Boston Housing Authority unable to fully pay rent to Section 8 landlords. The agency sent letters warning property owners of reduced payments. Landlords said the shortfall could force them to evict tenants or leave the program. The BHA is lobbying Congress for additional funding.
