The agency agreed to pay its Chinese railcar manufacturer additional funds to accelerate production of desperately needed new subway cars. The current fleet is among the oldest in the nation. Taxpayer watchdogs criticized the extra payment, saying the manufacturer should have met its original deadline. Transit officials said the alternative was further years of delay.
